Score each requirement from 0 to 10, where 10 fully meets your ideal. Record significant disadvantages not already included in the score, ask each vendor comparable written questions, and compare the resulting NET scores with corrected prices. A failed deal breaker disqualifies a proposal; the lowest quoted price does not always mean the strongest choice.
